Action Alert: Protect Ocean Wildlife from Cooling Water Intakes

Dear Friends,
As you know, Surfrider Foundation, CA Coastkeeper Alliance, Sierra Club and a coalition of many environmental organizations have been working for years to compel coastal power plants to modernize their cooling systems and minimize the unnecessary killing of marine life.

This effort is to enforce a part of the Clean Water Act, passed by Congress in the early 1970s, and avoided by the electrical generating industry for decades. Since US EPA has been unable or unwilling to stand up and do their job for the past three decades, California is taking steps to stop the destruction of marine life and finally make the industry comply with this law — AND IT IS WELL PAST TIME!!

You can help today by taking a few minutes to do 3 things:

Poseidon Resources Inc. told elected officials and taxpayers that if its energy intensive and costly desalination projects were approved in Carlsbad and Huntington Beach, California that there would be no cost or risk to taxpayers. But they will directly benefit from a $350 million subsidy with much more likely to come.

 4) Upcoming NOC IRWMP meeting?

In the upcoming months the County will be finalizing the NOC IRWM plan in preparation for new local funding opportunities. In order to finalize the IRWMP we will use a decision making tool that is already in use by the Central IRWM group. This tool will help to establish priorities for the NOC region. The next meeting will be held on January 21, 2009 from 9 am to 12 noon at 2301 Glassell St, Orange CA 92865. Stakeholder participation is essential as we begin to use this tool to help make decisions that are appropriate for the region. The January meeting will be the first step in the decision making process.

In order to finalize the NOC IRWMP the final date to provide project updates and comments on the Draft NOC IRWMP currently available at the following link http://www.ocwatersheds.com/documents/AllsectionsJan0912.pdf  is February 1, 2009 by 5pm. An agenda will be sent out prior to the meeting date as a reminder.

 NOTICE OF CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PUBLIC SCOPING MEETING

In the Matter of Proposed Amendments to the Water Quality Control Plan for the Santa Ana River Basin (Basin Plan) related to Recreational Standards

NOTICE IS HEREBY GIVEN that staff of the California Regional Water Quality Control Board, Santa Ana Region, will hold a CEQA scoping meeting pursuant to California Public Resources Code Section 21083.9. The scoping meeting will provide participants the opportunity to comment on the appropriate scope and content of the substitute environmental document that will be prepared for the proposed Basin Plan amendments. The substitute environmental document will be prepared pursuant to Public Resources Code Section 21080.5, and the State Water Resources Control Board’s regulations related to Certified Regulatory Programs (California Code of Regulations, Title 23, Section 3775 et seq.).

The proposed Basin Plan amendments are based on the recommendations of the Storm Water Quality Standards Task Force and include:

Revision of the REC-1 (water contact recreation) beneficial use definition and applicable bacterial water quality objectives for inland surface waters, based on USEPA national criteria;

Revision of the REC-2 (non-contact water recreation) bacterial water quality objectives for surface waters based on antidegradation data and analysis;

Establishment of a narrative objective for pathogenic microorganisms in surface waters designated REC-1 and/or REC-2;

 Establishment of a high flow suspension of REC-1 and REC-2 beneficial uses and bacterial objectives; and

 Re-designation of recreational uses for certain surface waters, pursuant to Use Attainability Analyses.

 The purpose of the scoping meeting is to provide a forum for early public consultation regarding the environmental issues that should be considered in the substitute environmental document for these amendments. This consultation will assist the Regional Board in identifying the range of actions, alternatives, mitigation measures, and significant environmental effects to be analyzed prior to the decision-making process.

IMPORTANT NOTICE ON WATER QUALITY TESTING

Effective November 1, 2009 through March 31, 2010, the County of Orange Health Care Agency (HCA) will SUSPEND routine weekly ocean water bacteriological sampling and public notification of water quality at the following beaches, bay and harbor locations:

  • Huntington Harbor
  • Little Corona Beach
  • Crystal Cove State Beach
  • Emerald Bay Beach
  • Crescent Bay Beach
  • Laguna Main Beach
  • Monarch Beach
  • Dana Point Harbor
  • Doheney State Beach (portions)
  • San Clemente City Beach at “I” Street

However Health Care Agency staff will continue to evaluate samples collected by the two regional waste water authorities along the remainder of the Orange County coastline, determine compliance with state standards and provide public notification as necessary. HCA will also continue to respond to sewage spills and close beaches as necessary.
